Why dry a brush?
Because wet brushes aren't enough. With dry brushes you can obtain effects that will make your digital photo, a physical painting. When impressing the folks at home with your painting talent, make sure you use this particular filter. For thosw who do not know yet, the filter can be found by accessing Filters>Artistic>Dry Brush.

Pros
The first thing you can do with this filter is follow the footsteps of Monet or Van Gogh. It can lead to stunning "works of photography".
Next, you can increase the quality of a bad photo. Say you took a photo with your 2MP mobile camera. With this filter, you can pump it up real good.

Cons
Well, the most important con of the Dry Brush is that it does not have any. It will most certainly prove a worthwhile tool.
However, if you decide to make art out of something that is not art, then the Dry Brush will become your greatest foe, as a bad photo is still a bad photo, regardless of how many filters you use.

To sum up...
If you like both photography and painting (which I don't), then this filter suits you perfectly. If you want to create artworks out of cheap underexposed photos then you should try something else, like cooking.
